Work and residence permits in Suriname

A foreigner may only work as an employee in Suriname if the employer holds a work permit for them. The employer applies, together with the worker, and the worker must already have a residence permit or have applied for one. If you need a visa and will stay longer than three months, you first arrange an MKV before you travel.

In short
  • Three layers: entry (entry fee or visa), stay (MKV and residence permit from the Ministry of Justice and Security) and work (work permit from the ministry responsible for Labour).
  • The employer applies for the work permit. Fee USD 100 per application or extension, USD 500 in the gold, oil and timber sectors. Not refundable.
  • The ministry decides within 30 days, in special cases 30 days later. Appeal to the Minister within 30 days.
  • No work permit needed for, among others, PSA holders, returning migrants of Surinamese origin, spouses of Surinamese citizens and CARICOM skilled nationals.
  • Working without a permit: up to 6 months detention or a third-category fine, per worker and per day.

Which permits do you need?

Many people mix up the steps. It helps to see them as three separate layers, each with its own office.

StepWhatWho handles it
1. EntryEntry fee, e-visa or visa, plus the free ICF formMinistry of Foreign Affairs, International Trade and Cooperation, through VFS Global
2. AuthorisationMKV (Machtiging tot Kort Verblijf, authorisation for temporary stay) for visa-required nationals staying more than 3 monthsSurinamese embassy or consulate in your home country
3. StayResidence permit, then registration with the CBB (civil registry)Aliens Affairs department (Vreemdelingenzaken), Ministry of Justice and Security
4. WorkWork permit naming the worker and the companyForeign Work Permits department, now under the Ministry of Health, Welfare and Labour

The former Ministry of Labour, Employment and Youth Affairs (AWJ) ceased to exist in that form on 16 July 2025. Labour now falls under the Ministry of Health, Welfare and Labour (S.B. 2025 no. 94). The Foreign Work Permits department and the Labour Inspectorate continue. Forms and leaflets sometimes still say AWJ.

Entry: entry fee, e-visa and business trips

  • Entry fee. Most nationalities can enter visa-free for tourism or family visits, for up to 90 days, if they pay an entry fee online at VFS Global first. Since 15 May 2024 it has been USD 50 or EUR 50. CARICOM passport holders, PSA holders and residents do not pay it.
  • Visa required for 21 countries. Since 1 May 2023 citizens of, among others, India, Ghana, Nigeria, Pakistan, Bangladesh, Egypt, Cuba, the Dominican Republic and Venezuela need a visa again. Cuba, Venezuela and the Dominican Republic also have a tourist card alongside the visa.
  • Business trips. The VFS portal has an e-visa for business activity, meetings and conferences, alongside categories for labour, study and family reunion. Check on the portal which route applies to your nationality and purpose before you book. A business visit is not permission to work.
  • ICF. Since 15 January 2025 every traveller to or from Suriname fills in the free Immigration Customs Form at icf.sr. It opens 7 days before the flight and gives you a QR code.
  • Passport. Valid for at least 6 months on arrival.

Haitians are not issued visas and may not transit. The country list changes regularly; the VFS site is the reference.

The MKV: authorisation for temporary stay

If you need a visa and want to stay in Suriname for longer than three months, for example to work, you apply for an MKV at the Surinamese embassy or consulate in your home country before you travel (article 3 Aliens Act 1991). The documents are the same as for a residence permit. Because the check is done abroad, the residence permit is processed faster afterwards.

  • You cannot apply for an MKV in Suriname while you are on a tourist or business visa. If you came as a tourist and want to stay, you have to go back to your home country.
  • Exempt from the MKV: people of Surinamese origin and their family, citizens of countries with which Suriname abolished the visa, and citizens of other CARICOM states. They report to the Aliens Service after arrival and apply for the residence permit during their legal stay.
  • Plan ahead. In the standard route the MKV comes first and the rest follows. Fragomen reported in July 2025 that this often takes six months or more.

The residence permit

The Aliens Affairs department (Hoofdafdeling Vreemdelingenzaken) of the Ministry of Justice and Security handles residence. Applications go to the counter (Loketdienst) in the building of the Ministry of Public Works, mr. J. Lachmonstraat 166-168, Paramaribo. If you live in Nickerie, you go to the Nickerie District Commissariat.

Types

  • Temporary residence: up to 2 years at a time, renewable. This is the usual permit for foreign employees.
  • Permanent residence: for people who have lived in Suriname legally for longer. People of Surinamese origin can apply for it directly.

What you hand in

  • A request letter addressed to the Minister of Justice and Security
  • A stamp (plakzegel) of SRD 1.50
  • A copy of the used pages of your passport
  • Proof of means of support: how you earn your income, for example an employment contract or employer statement
  • Proof of payment of USD 150, or the SRD equivalent at the Central Bank of Suriname daily rate
  • The full document list differs per category (annexes 1 to 5 of the Justice and Police leaflet). Ask the counter for the list for your situation.

When you file, you receive a receipt (the VZ-strookje). With that receipt the employer can already apply for the work permit. Once the permit is granted, you register with the Central Bureau for Civil Affairs (CBB).

The work permit step by step

The work permit is a permit for the employer, naming one worker and one company (Foreign Work Permits Act, articles 3 and 5). The worker cannot apply for it alone.

  1. Check that you really need a foreigner. The ministry may refuse if Surinamese workers are available or can be expected (article 7). Keep proof of how you searched locally, for example a vacancy on Post a job.
  2. Make sure residence is in order. The worker has a residence permit with at least 2 months left, or the receipt of the application. Without it the application counts as not filed.
  3. Have the documents checked first. The fee is not refundable. The department advises you to have the file checked before you pay.
  4. Pay the fee. USD 100 or the SRD equivalent into the ministry account listed in the leaflet, with the reference "WERKVERGUNNING VREEMDELINGEN", the company name and the worker's name. For gold, oil and timber USD 500 into the account at the Central Bank, also stating the sector.
  5. File in person. At the counter of the Foreign Work Permits department. Employer and worker both sign the form. A representative may file with a letter of authorisation and a copy of ID.
  6. Wait for the decision. Within 30 days, extendable once by 30 days. If something is missing, the form comes back with a list of what is missing.
  7. Keep the decision. A refusal must give reasons. Employer or worker can appeal to the Minister within 30 days.

Documents

  • Completed application form, signed by employer and worker
  • Recent passport photo of the worker
  • Proof of fee payment
  • Residence permit (at least 2 months left) or the VZ receipt; bring the originals
  • Passport copy, valid for at least 4 more months; bring the original
  • Employer statement: company opening hours, working hours and start date, tasks, job requirements and why a foreigner rather than a Surinamese
  • Proof the company operates legally: KKF extract (trade register), business licence, articles of association
  • Diplomas, certificates and CV in Dutch or English; translated diplomas legalised

The form also asks for the gross wage, the place of work and the period for which you want the permit. The company contact person must speak reasonable Dutch or Sranan Tongo.

The fast route: One Stop Unit

Since 1 November 2024 there is a faster procedure for foreign workers. In the One Stop Unit (OSU), staff from Foreign Affairs, Labour and Justice and Security handle the MKV, work permit and residence permit at the same time. The target at launch was 21 days.

  • The employer or representative applies online. After approval the worker gets an MKV and, according to the ministry, may start work on arrival.
  • After arrival the employer still hands in the physical documents at the Foreign Work Permits department. The Director of Labour then issues the actual work permit.
  • Registration with the CBB and the aliens police on arrival is a separate step.
  • According to Fragomen (July 2025) and the US 2026 Investment Climate Statement, the OSU route costs an extra USD 1,500 in government fees and takes three to four weeks in practice. The State Department describes it as intended for companies with at least 20 employees. Ask the ministry for the current conditions.

Renewals

  • Residence permit: file the renewal at the counter no later than 3 months before it expires. People of Surinamese origin and other foreigners have different document lists.
  • Work permit: the law sets no maximum term; you request a period on the form. In practice a work permit is often valid for one year. A renewal costs USD 100 (or USD 500) again and follows the same procedure. Apply in time, because the residence permit must still have at least 2 months left when you file.
  • PSA document: valid for 5 years, renewable on request.

Put both expiry dates in one calendar. An expired residence permit also blocks the renewal of the work permit.

Who does not need a work permit?

According to the ministry, no work permit is needed for a foreigner who:

  • is married to a Surinamese citizen
  • is a returning migrant (remigrant) of Surinamese origin
  • is a recognised refugee
  • is a civil servant (landsdienaar) under the Civil Service Act
  • is a CARICOM skilled national with a CARICOM Skills Certificate
  • holds a PSA card or PSA document

A Dutch passport alone does not exempt you. Only PSA status or Surinamese origin does.

PSA: Persons of Surinamese Origin

The PSA Act (S.B. 2014 no. 8) gives Surinamese people with another nationality a special status. You qualify if you were born in Suriname, or if a parent or grandparent is of Surinamese origin. Your legal spouse and minor children can be included. PSA gives visa-free entry, residence, access to the labour market without a work permit and the right to open a bank account. You apply fully online at psa.gov.sr, with among other things a (legalised) birth certificate. Since February 2026 it costs EUR 120 for adults and EUR 70 for children. The ministry advises against using intermediaries.

CARICOM skilled nationals

Citizens of CARICOM states with a Skills Certificate may work without a work permit. The certificate covers fixed categories, such as university graduates, nurses, teachers, media workers, artistes, musicians, sportspersons, artisans with a CVQ, associate degree holders, domestic workers, agricultural workers and private security officers. It is issued by the designated ministry in a CARICOM state. Ask the Foreign Work Permits department how Suriname verifies the certificate before the person starts.

Returning migrants

If you are a Surinamese national, you need no permit. If you have another nationality but Surinamese roots, PSA is usually the easiest route. People of Surinamese origin are also exempt from the MKV and can apply directly for permanent residence.

Family members

  • The VFS portal has a separate e-visa category for family reunion. Spouse and children each need their own residence permit.
  • The family of a person of Surinamese origin (spouse and minor children who belong to the household) falls in the same favourable category and is exempt from the MKV.
  • The spouse of a foreign worker may not automatically work. The exemption only applies to people married to a Surinamese citizen. If the spouse wants to work, their own employer applies for a work permit.
  • Bring legalised marriage and birth certificates, with a translation if they are not in Dutch or English.

What the employer must keep on file

The Labour Inspectorate checks whether foreigners hold a valid work permit. In May 2025 inspectors received extra training on the Foreign Work Permits Act. Make sure you can show everything straight away during a visit.

  • Copy of the work permit and the decision, with expiry date
  • Copy of the residence permit or the VZ receipt
  • Copy of the passport
  • Employment contract with job, wage and workplace as on the application
  • Proof of fee payments
  • Proof of your search for local candidates
  • Payroll records: wage tax and AOV (old-age pension contribution), as for every employee. See Employer costs.

If you do not use the permit, or the worker leaves, notify the Director of Labour in writing (article 9). The ministry can also refuse an application if the company cannot be found at the address given or if the investigation is obstructed.

Employing someone without a permit is an offence for the employer: detention of up to 6 months or a third-category fine (at most SRD 25,000 at the time of the 2022 amendment). The penalty can be imposed per worker and per day. Depending on the seriousness, the Labour Inspectorate can first give you the chance to correct it.

Where permits go wrong

  • Letting the worker start before the permit is issued. Outside the OSU route that is not allowed.
  • Arriving as a tourist or on a business visa and then trying to apply for an MKV in Suriname. That is not possible.
  • Paying the fee before the file has been checked. It is not refunded.
  • A residence permit that expires within 2 months. The work permit application will then not be processed.
  • Diplomas in a language other than Dutch or English, or translations without legalisation.
  • Assuming the permit moves with the worker. It is valid for one employer; a new employer applies for a new one.
  • Starting the renewal too late. Start at least 3 months before the expiry date.

What if...

  • The application is refused? Read the reasons. Employer or worker can appeal to the Minister within 30 days of notification. In case of force majeure the Minister may accept a late appeal.
  • No decision after 30 days? The ministry may extend the period once by 30 days and must tell you. Ask for the status in writing.
  • The worker wants to change jobs? The new employer applies for a new work permit. The old employer reports that the permit is no longer used.
  • The residence permit is withdrawn? The ministry then also withdraws the work permit (article 8).
  • You want to start your own business? A work permit is for employment. For your own business you need a residence permit with proof of means of support. See Start a business and Investing in Suriname.
